This section describes the operational workflows associated with two modes of operating Rugged.
In the simple mode, the Rugged operator is responsible for arranging for a
rugged add-targets command to be run
whenever there are new package releases to be signed and added to the TUF
repository.
In the mode where a Monitor Worker is used, the
extra worker will arrange for the add-targets operation to run on the Targets
worker, and the Packaging Pipeline is responsible for placing new targets in a
configured directory for the Monitor worker to notice and trigger their signing.
